Unnamed Phoenix Group
This page references what appears to be the city defense organization. So far we see 3 distinct appearaances of this group. It draws heavy inspiration from the Insomnia Guard from the cancelled Final Fantasy Versus XIII.
(Luxord)
We see (Luxord) wearing a suit with a jacket that contains a Phoenix button. Based on the Secret Ending of Kingdom Hearts III, we saw (Luxord) as the driver of Yozora. This scene mirrors the Final Fantasy Versus XIII trailers where a man named Cor was driving Noctis around. Cor was a commander of the Crownsguard and leader of the Kingdsglaive a group that was gifted the ability of the Lucii and its King. We do not know if (Luxord) will fullfill the same role, but he is clearly a higher ranking member of this unnamed Phoenix Group.
Soldiers
We have seen a glimpse of Soldiers that resemble the Crownsguard from Final Fantasy Versus XIII. They are holding shields that we only see a glimpse of a Wing at the top. Given the similarities and correlation between the Final Fantasy Versus XIII and (Luxord) with Cor, it is likely they are all connected. They are dispatched to take care of the heartless threat to the city.
Airships
We two shots of the Airships, one small one flying over the Darkside in the Nintendo Direct Trailer and another shot clearly showing them in the D23 2026 trailer. They are being dispatched to take care of the Darkside. They are very similar to the Airships from Final Fantasy Versus XIII.
